LinkedIn Ads for B2B without burning the budget
High CPCs, when it pays off (high deal value), targeting by job function and company, Lead Gen Forms vs landing pages, Insight Tag and conversions, retargeting, realistic budgets and where the money usually leaks.
The situation
A logistics software company sells contracts worth €30,000 a year. Google marketing is limited — few people search for "TMS software Romania" in a given month. On LinkedIn you can reach operations directors at transport companies with more than 50 employees directly. One click costs as much as ten on Meta. Worth it? Yes — if the value of a customer covers the cost. No — if you sell a €20-a-month subscription.
Why it is expensive and when it pays off
LinkedIn knows what nobody else knows: job function, seniority, company, industry and company size, declared by the people themselves. You pay for that precision. CPCs are significantly higher than on Meta or Google Display, and cost per lead easily reaches hundreds of lei or more.
Simple maths: if a customer is worth €30,000 and you close one in 20 qualified leads, you can pay €300 per lead and stay profitable. If a customer is worth €500, LinkedIn Ads is not your channel — use organic LinkedIn and direct outreach.
Account structure
In Campaign Manager: campaign group → campaign → ad. The objective is chosen at campaign level — awareness, website visits, engagement, video views, lead generation, website conversions. Targeting, budget, format and bidding are also set at campaign level.
Targeting that does not waste
- Start with the company, not the person: industry plus size, or an uploaded company list (Matched Audiences). That way the budget goes to firms that can buy.
- Then function and seniority: job function (Operations, Finance, IT) and seniority (Director, VP, C-level) are more robust than exact titles, which vary enormously between companies.
- Exact titles only when you know they are standardised in your industry.
- Audience size: too small means high CPMs and weak delivery; LinkedIn recommends tens of thousands of members for sponsored content. Too large means you have lost the precision you are paying for.
- Turn off Audience Expansion and the LinkedIn Audience Network for your first campaigns. Both extend delivery beyond the audience you defined and are among the most common sources of waste.
- Exclude your own employees, competitors and existing customers (company list).
Lead Gen Forms or landing page?
Lead Gen Forms open inside LinkedIn, pre-filled with profile data. Cost per lead is usually lower and the completion rate much higher. Downsides: the lead has not seen your site, intent is weaker, and the data has to be downloaded or synced to your CRM in time — LinkedIn keeps it for a limited period.
A landing page means fewer leads, but more qualified ones, and you have full tracking. The rule: Lead Gen Forms for low-threshold offers (guide, webinar, benchmark), a landing page for demo or consulting requests, where you want the person to understand what they are buying.
Insight Tag and conversion measurement
The Insight Tag is LinkedIn's script on your site. It does two things: builds retargeting audiences from visitors and records the conversions you define (a thank-you page visit or events). Install it via GTM, after consent. For more robust conversions there is also a server-side Conversions API, with the same logic as Meta's: server events, deduplicated.
Define conversions only for the things that matter: demo request, lead submitted, meeting booked. And close the loop: qualified leads from your CRM back into LinkedIn (offline conversions), so you can see which campaigns bring customers, not just forms.
Retargeting
Website visitors (via the Insight Tag), people who engaged with your ads or opened a Lead Gen Form without submitting it, people who watched a video — all are audiences you can approach again with the next message. In B2B, where the decision takes months, retargeting is often the campaign with the best cost per lead in the account. Frequency matters: do not show the same ad to an audience of 3,000 people for three months.
A realistic budget
There is a daily minimum per campaign. Far more important: at high CPCs, a budget of a few hundred lei a month buys a few dozen clicks and no leads — you have learned nothing. A test that produces an answer usually means a few thousand lei a month for 2–3 months, on a single audience and 3–4 creatives. Manual bidding (CPC), started conservatively, helps you control cost early; "maximum delivery" left alone spends the budget regardless of price.
Where the money usually leaks
- Audience Expansion and Audience Network left on.
- Too many exact titles → a tiny audience, huge CPMs.
- Expensive traffic sent to a generic homepage.
- Lead Gen Forms without follow-up within 24 hours — B2B leads cool fast.
- No retargeting: you pay once for attention and never use it again.
- Corporate creative: logo, slogan, "leader in solutions". On LinkedIn, posts that look like posts work — Thought Leader Ads, a founder saying something concrete, a document with data.
What to remember
- LinkedIn Ads pays off only when a customer is worth enough to cover a cost per lead in the hundreds of lei or more.
- Target the company first, then function and seniority; exact titles only when standardised.
- Audience Expansion and Audience Network off at the start — they are the classic sources of waste.
- Lead Gen Forms for light offers, a landing page for demos; follow up within 24 hours.
- Insight Tag, defined conversions and qualified leads back from the CRM — otherwise you cannot judge the channel.

Frequently asked
Why is my campaign not delivering?
Usually the audience is too small (too many stacked filters) or the manual bid is below the competitive level. Remove one targeting layer, check the audience estimate and raise the bid gradually.
Are Lead Gen Form leads any good?
The data is real (it comes from the profile), but intent is weaker than a form completed on your site. They work well for content; for demos, add one extra field (a qualifying question) and call the same day.
Can I use sponsored messages in the inbox?
Availability of messaging formats in the EU has been restricted for privacy reasons. Check which formats are available to you in Campaign Manager for Romanian audiences before planning around them.
